2026 - 27 Open Enrollment/ Benefits Information
Open Enrollment for 2026–2027 benefits will take place in May. More information can be found here on the district’s benefits page.
At a glance (what’s changing and when)
Effective July 1, 2026:
Dental: BSD will offer Kaiser Dental in place of Willamette Dental
Medical: BSD will add HSA-eligible High Deductible Health Plans (HDHPs) through Kaiser Permanente and Regence Blue Cross Blue Shield of Oregon
FSA: Flexible Spending Accounts (FSAs) will transition from Allegiance to American Fidelity (no monthly administrative fee)
Voluntary benefits: New voluntary benefit options will be available through American Fidelity
In May (Open Enrollment)
Review plan information and make your benefit elections/changes for coverage effective July 1, 2026
Attend an education session if you are considering electing an HSA-eligible HDHP and/or an FSA
Schedule a 1 to 1 meeting with American Fidelity to discuss HSA, FSA legal requirements for enrolling in these plans.

It’s that time of year when we look for folks who would like to become more involved in the union, make positive change for the classified employees in our district and get the word out about OSEA. Chapter Executive Board elections are coming up quickly. If you are interested, or know someone who is, please attend the next chapter meeting or reach out to one of the current board members. This chapter won’t run itself and we are stronger together.
We are always looking for people who would like to become Work Site Organizers/ Building Reps (WSOs).

State Conference 2026
We're Undivided and Unstoppable
Spring has sprung, which means it's time to start thinking about our annual Conference! Conference 2026 will be Thursday-Saturday, June 25-27, in Portland. Conference brings together members from across the state to debate, vote, learn and play together. We make decisions that guide our union forward, share our wins and challenges from the past year, and bask in our union solidarity.
If you are interested in being elected as a delegate please attend one of our next chapter meetings or contact a board member.
International Workers’ Day
On May Day, May 1, we celebrate International Workers' Day honoring the many lives that have sustained the labor movement across the world. We celebrate the power of workers coming together for better wages, benefits and working conditions and we honor those who came before us.
This year, we will be joining PCUN, the Oregon's Farmworker Union, and many other labor friends to celebrate May Day in Salem. The event will run 11 a.m.-5 p.m. on Friday, May 1. More information to come!
